Bylaw question need some help!?
You may want to make a Charter argument based on this bylaw violating principles of freedom of ociation. There is no way this bylaw is going to p an Oakes test on minimal impairment of Charter rights. Basically, the law needs to be target ('be rationally connected to') the harm seeking to be prevented (prostitution) while impairing Charter protected rights (freedom of ociation) as little as possible. There is nothing to suggest that this law will serve its intended purpose and it is much to blunt and instrument to p muster in the courts. There is also an obvious public safety issue here since, as you point out, everyone would have to be alone after dark.
