I have a question for a mechanic about a steering colume?

i have a friend that has a 1991 delta 88 royale 3.8. it has a tilt steering and he wants to know how to change the steering colume and what tools he needs to do the job.it wobbles, and i think its the knuckle is worn. whats your opinion on this? thanks for any help you can give.
